McKean Federal Correctional Institution
Opened in 1989, McKean Federal Correctional Institution is a medium security institution with a local minimum security prison camp. The institution is located in Lewis Run of McKean County, Pennsylvania. FCI McKean is a prison for male offenders only, having a current inmate population of 1,217. Of these 1,217 prisoners, 974 prisoners are incarcerated at the FCI and 243 are imprisoned at the camp. The FCI was originally designed to hold just 856 inmates while the camp was designed to hold a maximum of 292 inmates. The FCI is composed of 4 housing units. Each housing unit holds 312 inmates. At the camp there are 2 housing units, along with a greenhouse. Each of the housing units at the camp hold 165 prisoners.
FCI McKean's Education Department offers various courses to inmates. The Education Department requires any inmate who doesn't have a high school diploma or equivalent to participate in a Literacy Program along with an English as a Second Language program. In addition to these courses, there is a General Education Development program, a Residential Drug Abuse Program, a Non-Residential Drug Abuse Program, as well as vocational training. Aside from education, inmates are required to work 5 days each week. Inmates will work 7-hour shifts each of these 5 days. Work assignments include tutoring, unit orderlies, sanitation workers, food services, and more. McKean Federal Correctional Institution has teamed with USDA Forest Service, where inmates work to clean and improve the Allegheny Forest Service. The institution also runs to recycling programs that has saved the facility approximately $17,164.
On August 21st of 2013, prisoner Locksley Milwood escaped from the prison camp. Milwood was sentenced after his discovered participation in a drug ring that smuggled methamphetamine, ecstasy, and marijuana. Milwood took advantage of the fact the camp has a low staff-to-inmate ratio. Several hours after his escape, a police officer from Bradford Township Police Department came across Milwood after stopping a vehicle. Luckily, Milwood was in this vehicle. Milwood pleaded guilty to his escape and had 2 months added on his sentence and was transferred. Milwood was released from Lexington Federal Medical Center in 2017.
