Sending Mail to Inmates in Oklahoma

Friends and family members of inmates are encouraged to write letters to their inmate as often as possible.  Inmates are allowed to send and receive an unlimited amount of mail (so long as they can afford the postage).  All mail is opened and inspected for contraband (legal mail can only be opened in the presence of the inmate, and may not be read).  Inmates are not allowed to send mail to one another, you should never facilitate this by sending another inmate's letter with your own to an offender.

Inmates can also receive 4"x6" photos.  Photographs cannot be Polaroid or instant as these present a threat to the security of the institution.  No photos may contain nudity.

When you send mail to an inmate you should format the envelope as follows:
Inmate Name, ID Number, (housing if known)
Facility Name
PO Box or Street address
City, State, Zip Code

How to Send Books and Magazines to Oklahoma Inmates

You cannot send any packages to an offender yourself, however you can send books, magazines and newspapers directly to an inmate from Amazon.com.  All books must be new and paperback, send no more than three books at a time.  Books, magazines and newspapers may not contain nudity, or describe the manufacture of alcohol, drugs, or weapons.  When checking out through Amazon.com be sure to address the shipment to the inmate's name, ID number and institutional mailing address.  If you want to learn more about sending these items to an inmate read about it here.

Sending Money to Inmates in Oklahoma

Offenders have access to a trust fund account that was established for them during reception.  Friends and family members can deposit funds to an inmate's account in a variety of ways.  These funds are used by the inmate to purchase items from the commissary that include clothing, hygiene items, food and snacks, electronics, stationary, stamps etc.  (Inmates located at Cimarron Correctional Facility, Davis Correctional Facility, and North Fork Correctional Facility will not use this method, please read the section below dedicated to sending funds to these facilities).

You can send funds to an inmate by:

  • Walk In
  • Internet
  • Mail
  • Phone

Before you can send the funds you will need to know the following information:

  • The Inmates Name
  • The Inmates 7 digit DOC Identification Number
  • The current location of the inmate.  If the inmate is located at Cimarron Correctional Facility, Davis Correctional Facility, Lawton Correctional Facility, North Fork Correctional Facility they will not use the following methods (read the end of this section for instructions).

Deposit by Walk In
Friends and family members can deposit money by visiting any MoneyGram location including any CVS or Walmart.  You will need to use receive code 6365.  The deposit may be made for a fee and can be paid with cash or debit card.

Deposit by Internet
You can also deposit money to an inmate's account online through  JPAY.  JPAY will charge you a fee to send the funds and allow you to fund the transaction using a debit or credit card, or a money order.

Deposit Funds Over the Phone
You can deposit funds to an Oklahoma inmate's account over the phone by calling JPAY at 1-800-574-5729.  When sending money to an Oklahoma inmate using JPAY over the phone you will be charged a fee.  JPAY allows you to fund the transaction with a debit or credit card.

Deposit Funds Through the Mail
Sending funds through the mail has the lowest fee associated with it, but is also the slowest method.  Friends and Family members of an inmate can send up to $300 using a United States Postal Money Order made payable to "JPAY".  Include the inmate's full name and 7 digit ID number in the memo field.  You will also need to print and fill out an Oklahoma inmate money order deposit slip, and mail both the coupon and money order to the address provided through JPAY.

Inmates incarcerated in Cimarron Correctional Facility, Davis Correctional Facility, North Fork Correctional Facility, will not use the above methods to send funds to an inmate.  Instead friends and family members located at these facilities will mail a money order made payable to the inmate to:

Oklahoma Inmate Phone Calls

Inmates incarcerated in Oklahoma are allowed to make outgoing collect calls and use prepaid minutes through Global Tel*Link (GTL).  If a cell phone is your only type of phone and you want to receive calls from an inmate you will be required to setup an account with GTL in order to receive calls from your inmate.  At no time can an inmate receive an incoming call, if an emergency exists you must contact the inmate's case manager.  Inmates will submit a list of telephone number and receive a pin number to use the phones inside of the facility when they are first incarcerated.  Offenders can make changes to their telephone list every 120 days.

The phone service provider for Oklahoma inmates is Global Tel*Link (GTL).  You can setup your account over the phone by calling 1-800-483-8314 or by visiting their website at offenderconnect.com.
